To display two of the laws of figure-ground segmentation in tandem 1) that the convex region becomes the figure, and 2) that the moving region becomes the figure. Law 1) allows the viewer to determine which region is moving, and both laws make that region the figure.
Look at the figure. Which region appears to be in front? Does it change as the picture changes?
